This solution only reduces the particles, which can actually still be pretty heavy. Some particles in the game are actually already pretty much at 1 particle like the smoke ash on radioactive but still have a heavy impact, so you will still see quite a lot of particles with this setting. Not only that, it also affects your gameplay quite a bit because things like menace projectiles, dreadnaught fireballs, etc... are actually considered as particles so you won't be able to see and dodge those.

Therefore, I made the Remove All Particles mod that completely removes the majority of the particles except essential particles like the ones I mentioned (read description for full list). Note that the recent official U34.5 update broke some parts of the mods as in particles that were supposed to be removed by the mod are still somehow enabled. If you really need the completely functional mod, it is non-broken if you play it in sandbox. Just scroll down and follow the directions in my latest comment on that website link. But I guess if you're really desperate for some more FPS and don't mind not being able to see stuff like menace and dreadnaught projectiles, you can run both the FX.MaxCPUParticlesPerEmitter setting and my Remove All Particles mod to pretty much completely remove all particles in the game.

I've also made Remove Flares, Remove Decals, and Simpler Azure Weald for more FPS boost. If you're running out of mod space because of the 25 mod max capacity limitation, I've also made a mod pack that bundles all these mods along with some other ones.

Besides those mods that I made, another good FPS boosting mod is the Shorter Ragdoll Duration (or the Instant Ragdoll Duration if that ever gets verified) and Dynamic Resolution.

Another useful trick is to just lower your resolution scale (not the resolution setting, that's a different setting) and increase the image sharpness to make up for it. 75% resolution scale w/ maxed out sharpness is a good number to go down to where the game still looks good relative to your native resolution. You can definitely go down further if you really need it some more.
