[2022] DLC shared between all accounts on console?

Just had my mate visit me for some DRG. I've hooked up my old PS4 to the monitor so we could play next to each other, downloaded the game from my account beforehand to save time. He logged in through his own account, imported his save from the cloud and started up the game, only to see all the DLCs I've bought last week also unlock for him! Now they're available on his ps4 too.

I mean, normally I wouldn't complain. But is there any chance his account could get in trouble for this?
