I understand that controller is technically the better input device for aiming in FPS games but I just can't seem to find a control scheme that allows me to play as well as I do on KBM. I find with aiming on the mouse that I can acquire targets faster, pretty much hold my reticle dead on the weak spot, and I can weapon chain and select items much quicker. Even though it's basically proven controllers are better for FPS games I really feel like KBM just works better for this game.

For example, when I play Scout I can hit roughly 80-90% of my AR shots on crit spots, even on a moving enemy. I just can't seem to hold my reticle on crit spots the same a controller. When I play with the sniper I find it's an amazing gun on KBM but damn near useless on controller as I spend so long trying to aim at an enemies crit spot that I end up being downed.

Any controller players want to share their settings? I think I have the wrong settings since I should have a much easier time on controller. I really want to find the right settings since I want the play the game as intended

You play better with mouse because humans are extremely good at aiming while in motion, you can drag your aim and stop immediately as soon as you find your target. If you’ve ever shot a bow or thrown a football or baseball or kicked a soccerball, most of us are better in motion, there’s a twitch muscle memory.

Akshually, growing up with those games the oldest ones you mention started out primarily with keyboard controls and kinda iffy mouse support, so we originally played them without using the mouse. I remember Build engine games didn't really work with a Z axis, so you could essentially hit something that was flying if it was aligned vertically with your crosshairs. In Quake you had to enable it too, but that was the first game that actually did it right, afaik.
