It pops up “constantly” because it’s a discord server with more than half a million users. In context of the server size it’s actually surprisingly few posts like this.

The argument of development time is another self-fulfilling prophecy. More accurately, it's a sign of GSG preferring to add new things to bring in new players rather than fix and consolidate their existing systems. Their development time is spent on novelty rather than maintenance.
We can already see the consequences with the last few failed hotfixes, that resulted in the first ever (to my knowledge) rollback to an earlier version of the game: they neglected old code for too long and now have trouble fixing it.
It's not that a perk rework is low on their priority list, but rather that they have trouble prioritizing things overall.
And since they never changed their work policies, Rogue Core will suffer from the same issues.

The hotfixes were rolled back because of an issue with the build machines. It has nothing to do with the game code at all. Patches and hotfixes have been rolled back before. It’s very rare, but necessary if serious issues appear after it’s been deployed.

Just got the game yesterday as a gift. I'm still learning everything but what's the chance I can experience the event and get the unlocks without going try hard.
It’s basically two sets of missions in a row and they’re doable at any difficulty. Just make sure you take one assignment, do those missions (they’ll be marked on the map), and then do the other assignment afterwards.

Consider this an official endorsement from Ghost Ship Games that if you earned all those levels legit on a different platform, you are allowed to cheat them back in on the new platform without having to feel bad about it. I wish we could offer actual account transfer from PS to PC, but sadly not an option at this point.
