Does Bungie know knockout/offensive bulwark/roaring flames melees are bugged?

An unpowered melee with knockout/OB/RF is doing less damage than a regular unpowered melee and I don't see anything acknowledging this in the most recent patch notes or TWID.

Knockout/OB melees are doing 9% less damage and RFx1/x2/x3 melees are doing 45.5/34.5/21.5% less damage respectively. I assume banner of war is bugged as well but don't have it unlocked to confirm.

Add synthoceps to the mix and things get weirder (didn't test wormgod but suspicious). With knockout/OB, the game applies the 165% damage buff to the bugged melee value and then halves it, making an unpowered knockout/OB+synthos melee do only 20.5% more damage than a regular unpowered melee. Bungie pls help.
