This is to be the seat for Parliament of Palmshire, which had hitherto met in another 3D online community called Virtual Paradise. The Kingdom of Palmshire originated in Active Worlds back in 2009-2010 but had since then moved to Virtual Paradise and now Eco is likely to be its new home. The Kingdom of Palmshire's political system is a constitutional monarchy loosely modeled on that of the United Kingdom. However, in Eco, the idea here is to have a scenario where the landed gentry controlled the levers of power through the Parliament and it is up to the middle class and lower class to redress this situation through peaceful means, as such people have done in Britain with the "Great" 1832 Reform Act and subsequent legislation. More on this in a later comment below.

I should note that the British House of Commons chamber actually had green carpet, while red carpet is used by the House of Lords chamber. But, honestly, given the available choices for carpet textures, we chose to go with the one you saw in screenshot. Yes, there is green carpet but it's kind of a bit bright and loud to be suitable for this chamber, IMO. Obviously, more textures will most likely be made available later at some point in future development of Eco.

Finally, the UK Parliament website actually have a 360-degree virtual tour of the different rooms, both Commons and Lords chambers included, within the Palace of Westminster which you can find here.
