They are explicitly ordered by proximity initially and or on adding new storages in the radius of the interactive object.

They are configured by the player on an individual basis for each storage and or crafting table access because they pull resources based on descending order.
That means if a crafting table has a storage comprised of
Chest 1
Chest 2
Chest 3
Stockpile A
Stockpile B
Stockpile C

And you have linked input/output to all storages this means it will always try to deposit all items in Chest 1 first, if it cant put it in the chest (IE for example a block type material) it will drop it in the Stockpile A
These does not change order by themselves only by player action such as pickup/placement.
These orders are also unique per player and another individual cannot change your "layout" of these lists outside of removing the storage object itself.

And as an addition the main reason for this setup in this manner is to allow the player complete control of the order of consumption crafting tables operate as well as the order of deposit of output from said crafting.

Are you accessing the same storage chest when this "reorder" happens? Do you have other players added to your claim?
