[2022] Multible Registrars in one World

Registrars should not affect your government at all, as it's just appointed titles. They also cannot edit any titles you made, but titles you made can be edited at any registrar you open in the world.

That should not happen, but we'd need more detailed information and the world save to investigate that. (Maybe space requirements were no longer met after registrar was placed with other stuff in tight room? - I don't know out of my head on if they have some, though.)
