[2021] Copper no tundra biome

Hey all we have a map going with no tundra or ice biome. I have gone down to 20 below in the boreal forest and have found gneiss but no copper anywhere. Is it possible it didn’t spawn on the map because there is no tundra or ice biome?

Boreal Forest is another word for "Taiga" which is a bit of a very cold biome you can find copper. You might get less when the other Ice Biomes did not generate, though.
