[2021] How does one get a Cloud World server?

As the title asks, how?

I signed up, I bought a copy, and I'm willing to actually pay money. But when I try to select it, it says this feature isn't available to my tier.

And an hour later it says nothing. Nowhere does the website or cloud worlds page does it mention anything about needing a specific tier. No where does it say this feature isn't currently working.

I bought the game to get a server and purchase some citizen accounts for my friends to try the game because $30 is a big ask for some of them. Now what?
