[2021] Easiest way to pump in a lot of labor to a huge job?

So I'm trying to set up some government projects where people just have to supply the materials and then roads will be made. However, I have 4 tables set up to make asphalt concrete 9999 times and it requires 3 million labor points. Do I really have to spam /eat to put in 30k at a time or is there an easier way?
