I just tried placing a windmill in my cave where i was mining and it says "wind generator require a clear space in front of it to operate".
I googled it and found out i needed to clear 10 block in front of it...
2 hours later i finally dug up everything but the error is still there, so can you place them? if not do you have an alternative since waterwheels have been fixed?
