[2020] Can I load mods into old saves?

I have a base with 100+ hours into it and I discovered some mods (Aircraft and MIRV) that I want to play with, but I noticed that even after toggling on the mods, they don't seem to exist in the game.

Is there a trick or do I need to start a new game?
