[2019] My entire PC lags when i switch from or to factorio

Hello, I play factorio now a while and noticed an issue.When I switch from or to Factorio's window my full PC lags (mouse not more moving, game freezes (stops and continues after lag, not just some missing frames but also ticks) and also everything else on my 2nd screen freezes (only sound continues, have a dedicated soundcard).

Any idea why this happens?

My PC:
CPU: AMD Ryzen 3 1300X
GPU: AMD Radeon RX 590
RAM: 16 (2x8) GB DDR4 + paging enabled
Factorio saved on HDD, OS and pagingfile on SSD

Edit: I play in fullscreen. Does't lag when windowed but looks better in full. Making the windowd fullscreen with boarderless gaming also caused the same lags.
