[2019] Best ways to enable multiple starting locations in a .17 game?

With stable .17 on the horizon, I'm looking to start a new game with some friends (some of us haven't played since .16 Stable). We're leaning towards a vanilla server, non-PvP, but the ability to have our own starting locations.

I looked at the PvP Scenario, but it doesn't seem to create balanced starting locations for each person in the preview (or does the game spontaneously generate new locations when new people join the game and thus Preview isn't reliable?). Also we're not necessarily interested in PvP. We just want a way that everybody can work out of their own starting place and have their own "home" essentially.
