No, it's not open to everyone, there is a creative discord that only certain people have access to.
Also, this is the official form you need to fill in if you want to apply for a map to be featured or a block creation. Not everyone is on reddit or on social media.
If you make a valid submission via the form, you will be added to the Creative server. The public Discord server is at http://discord.gg/fornite and it has some Creative channels.

A workaround right now at least is to change the binding for "Creative Prop Pull" at the bottom of your control settings - hope that helps in the meantime!
I mean with the phone
Phone isn't officially supported on BR island yet. There are a bunch of technical problems we have to solve first. And it isn't clear how we'd save your changes to BR, given it's an always-changing map.
We're working on something like this! The first version will just let you save and re-use your own prefabs. Sharing and moderation will come later on. It's all still under heavy development so there is no ETA yet.
Update v9.10 DROPS tomorrow, May 22. Downtime begins at 4 AM ET(0800UTC). There will be extended downtime for this release.
