[2020] Ice King Not Applying Snare (still)

Bug: Ice King does not apply the snare effect to husks that are walking on tiles affected by BASE, either in command or support.

Platform: All

If replicable how: load into a mission with Ice King either as a commander or in support, place a BASE, sit back and watch as husks travel the same speed across tile that are affected by BASE.

Its only been what 6, 7 months?
