[2019] Using schematics to Transform DOES NOT grant Perk Up / Re Perk as it should

Hey everyone,

Our testing has shown that this is just a UI issue. Players should be getting the Perk-UP and Re-Perk added to their inventories.

We have a bug in place for this and we'll work on getting this resolved.
