I run into this pretty frequently with daily faction missions. I usually attribute it to the cursor not being able to decide between the mission and the underlying map marker point (because often zooming out far enough the map markers disappear make it stop) but sometimes as in the case your video shows there isn't a map marker in the same location. I've been done with other mission types for a while, so haven't been in a position to see if any of them do it as well. Also /u/Ubi-Blush
