The rebels will be back in a future update:
" We know that it has been a popular request to keep them in the game permanently, however, we need some more time to test their interaction with upcoming content to ensure the experience is as smooth as possible. With this in mind, we are working on an update for a future TU that will allow players to enable the Rebels from the very start of the game without having to play the missions. We’ll give you more info closer to the release date. "
I encountered something very similar when i played today. I fast traveled to the raid bivouac, got in the boat on the left and went to the raid entrance. Then i fast traveled back to the bivouac and tried to get in the boat on the right.
When i did this my character swam a bit and then got stuck unable to move, interact or do anything. I was able to roll once and then i was completely stuck. I couldn't even fast travel since the game thought i was still in an interaction. I had to log out and back in to be able to do anything again.
My guess is the game has an edge case in the vehicle interaction logic where a player can try to enter a vehicle but if the character moves in a particular way - maybe out of range of the seat the player is trying to enter - it gets stuck trying to enter without being able to do so.

Hey! If reinstalling Uplay didn't sort the issue out, have you tried verifying the game files for Breakpoint? This usually sorts BattlEye out if it's getting tripped up on launch.

Explanation as to why no hooded gear whatsoever while the npcs have multiple hood options. Clipping issue sure but for gods sake

We ran into an issue with the maintenance, and the game is not accessible as usual during maintenance times. So the focus is releasing the TU, resolving this issue asap, and then we will get to the compensation topic :)
