[2020] Ele downstate / Mist form bug in sPVP?

Over the last few days and on more than one occasion, I've seen an Elementalist going into downstate, and then it appears to just stand up and walk away in a straight line with no apparent control by the player. I can't stomp or do anything to the target, but I can see the health bar is still dark red / in downstate. I also can't tell if its just Ele downstate in general, or something triggered by Mist Form, but its definitely weird and gives the impression they are hacking (which I don't think is the case, unless a bunch of people started hacking this past week). It also seems to happen during the last minute of the game. I've also had other players on my team confirm they saw the same thing happen, so I don't think its just me...

Has anyone else noticed this?
