Sorry, yes, Pre-Release Events are happening! You can open packs / use those cards during Pre-Release... they just can't be used outside of that until Nov. 17th. Hoping that clarifies!

Nope, packs granted from bundles / Twitch Drops are still locked until Nov. 17th with Madness at the Darkmoon Faire launch.
