[2019] Sylas buff suggestion: Make him laugh on additional ult casts

Ok so I KNOW about the claim that "sylas uses a lot of champion's ults better than they do buffing this ultimate would be stupid" but yet here we are in the current year where Sylas doesn't make the same laugh sound over 3 ahri dashes while ahri gets to make a random smug sound over all 3 of her dashes?!

What about Sylas making that beautiful laugh every corki missile? Every Kha re-stealth? The tilt potential is limitless and Riot Video GameTM is massively missing out on this opportunity.

This change alone would up his solo queue winrate as his ultimate will finally reach peak equality.

Singed got a similar change to his E and that alone made his wr go up by at least 3% so naturally we should take that to maximum overdrive to fix this 41% wr dumpsterfire.
