[2024] Is patch 14.1b shipped to EUNE?

As a zac player i was excited to see him getting a buff in the hotfix. A big part of his buff was an extra 1% healing from passive blobs at all ranks buffing his healing at max rank from 7% to 8% of max health.

I have however noticed in 2 different games recently that at lvl 16 my blobs still only healed for 7% and not the 8% that was promised in the hotfix. I'm not sure if zacs passive is max rank at lvl 16 but i'm fairly sure it is.

If i look in the clients patch notes i can't see a mid patch update section like there normally is when a hotfix is in effect and the patch version in the bottom right corner of the client states 14.1 and not 14.1b.

If you google leagues official patch notes you can see that the hotfix is included and went active january 12th. This is why i'm so confused. Did they not ship the hotfix to eune?.
