The same thing happened to Master Yi.
Riot forgot to designate him as a champion so he was a valid target.
Maybe it's intentional because they both go into the same deck?
Yep, more specifically it is the spell versions that are missing the champion tag. The fix is in the 3.19 patch and I wrote a unit test so this won't happen in the future :)
