I would recommend your friend reaches out to the Support Staff[www.ubisoft.com] to try and locate the account. It would be best if he does it as they cannot share account info with someone who isn't the account owner.

Only one Steam account can be linked up to an EA account in its lifetime. Our EA Help guide 'Unlink your platform accounts from your EA Account' shares a bit more:

That is why it's giving you that error message when you try to link a new Steam account to the same EA account as the deleted Steam account was linked too. Deleting the older Steam account doesn't undo linking it.

Does it show as still being linked in your EA Account Portal? If not and you're getting that error message, you may need our support team to check it out for you. Get in touch with them so they can try to help you.
