Hey there, wanted to hop in and respond to the OP and others on this topic. At this time, we are not planning another Fresh Start World (FSW) rollout, and we do not have plans to provide a wave of transfer tokens either.
As far as ensuring players can partake in modes like Outpost Rush when on a lower population world, we are actively working on cross server matches. More info on that will be provided in a future dev update.
