[2021] Invasion during the supposed downtime

Companies that had settlements which were downgraded as a result of losing an invasion due to this downtime (e.g. only invasions that kicked off at 2PM PST on 11/16) will be compensated for the downgrades alongside those who were impacted in a similar way by the wealth transfers being off.

Wars that were scheduled to kick off during maintenance are cancelled and Attackers should be reimbursed the waging war coin. Invasions set to kick off during downtime are cancelled as well.
