After taking a look into this, it appears there’s a bug. I’m talking with the proper team regarding this but for now, I’ve put it on the Known Issues list.

@Paulers 1. One workaround you can try if it’s hampering your progress is to go and speak to the Constable in either Everfall/First Light or Monarch’s Bluffs instead, that actually should advance the quest in your starting zone. Long run, however, but that would advance the quest.

Should be fixed now.
