Hey there, I sent this over to our team to investigate and they concluded that Hale & Hearty is working as intended; the attributes screen is showing your buffed health - not your base health. You should be able to double check by going to your Bio screen and noting your active buffs.

Hi all, we’re back with an update from the team:
We have confirmed that there is a bug causing territory lifestyle buffs to not apply to characters. This includes all crafting and combat buffs.
For example, players may see incorrect HP amounts due to Hale and Hearty, or incorrect gearscore crafting ranges.
We are actively investigating and will inform you when we have an update.
