[2023] Where are the downsides?

On runefest, the mods said they wanted to add new potions with more unique mechanics (such as the zamorak brew, which lowers hp in return of higher attack). When I look at the current poll questions, the new potions just seem straight out buffs to current ones. I'd like to see the potions have some downside, for example make the battlemage potion reduce mellee stats.
