[2019] Need a letter from Jagex in order to marry my fiance

My fiance and I met on OSRS (world 1 GE, so romantic). Basically, in order to have a strong case for our K1 fiance visa we need to prove that rs is not a dating site. I tried finding a way to contact Jagex on their website aaaaanddd.... couldn't find a clear way to contact them, so here I am. He is the love of my life and I really want our application to get approved so I don't ever have to play runescape alone in an empty apartment again.

I need a letter from Jagex stating that they are not a Marriage Broker and why they are exempt from IMBRA [International Marriage Broker Regulation Act].
