Disclaimer: I went full tin foil in many deductions here, so please bear with me.
Ahoy! Matey!, Long post ahead, here's a TLDR:
TLDR: Clues indicate pirate/treasure hunting, sea/underwater exploration league with reworked tormented spirits, maybe ancient reliquary keys, and lab(?), the return of Captain Faigraves, and the really, really, really small possibility of GGG introducing fishing.
I’ve been thinking about this for the past few days, but all I had was a tweet that could and can still easily be a red herring.
But with the recent pictures and the text from the press tour, I think it’s safe to say that what I’m about to write it’s quite plausible.
I think the key to figure out the expansion is in the clues that we’ve missed either because we were mislead or because we didn’t make the connection at the time, but It’s possible I’m also grasping at straws.
First lets have look at the evidence:

What is a synonym for deplorable that relates to pirates? Scurvy.
What is scurvy?
High society could be a reference to the royal figures/navy in pirate era, and/or pirate movies, like Pirates of the Caribbean.

Even though its true that Bex has been working for GGG for 7 years, this could also be a tease to the seven seas.
An idiom refering to all the world’s oceans, linked to pirates and sailors
Heck and damn, could also be a reference to pirate lingo without being too obvious.

Whistling was believed to be an omen of bad luck.
It was bad luck for pirates to whistle on the pirate ship, and if it was at the windy you were whistling, then it would be as though your were trying to challenge the wind, which was not a good idea to do.

There’s a few more posts that are either self-explanatory or might be clues but they are too tin foil-hatty to display.

Obscurity its close to Obscure, one of the names in the list, might also tease a rework on some complicated/complex game mechanic, like maybe lab/enchants?
Hidden chest on the press tour header?
As pointed out by /u/fawcan, looks like there’s something between the ‘R’ and the ‘I’ in that image, it looks to be underwater and shining too, they’ve stated that they have reworked existing content, maybe also pre-existing content, like ancient reliquary keys.
So in conclusion, this seems to be pirate sea/underwater exploration expansion with reworked content (reliquary keys and tormented spirits).
It fits both kinds of Bex teasers, water/underwater/pirate ones and spooky/haunted/ghost related ones. (Which may also tease a unavoidable summoner nerf).
Ghost + Pirate= Captain Fairgraves.
There’s likely a return from Fairgraves be it as a boss, a friend or a NPC, wouldn’t be the first nor the last time that GGG rebrands NPC’s to fit their new narrative.
Fairgraves can be related to fishing items, also a Divination Card for fishing items was released in 3.9.
I don’t know if they’ve ever intended to make fishing anything else than a meme, but if there was a league where it would make sense, this is it.
Regarding names, I think there are quite a few possibilities, it depends of the weight of each part of the content and whether we can trust Bex tweet about discarding league names or if it was a lie.
In any case I think they are self explanatory enough.
