What builds come to mind that are not already walking all over the tree? At 95 in my best builds, all my points are allocated and I don't really have much to spare.

Jewel sockets and keystones will cost one refund point to respec but the others won't cost any points to undo so you'll be able to change your mind freely.

There are three sizes of Cluster Jewel - Large, Medium and Small - you can only socket a Cluster Jewel in a socket size larger than the jewel.

Kind of yes, but to clarify - you can socket a large, medium or small in the outer jewel sockets but you can only socket a medium within a large or a small within a medium.

The notables are exclusive to the Cluster Jewels so no you can't but the sockets they create work like other sockets for the most part.

They drop from monsters within the delirium it seems so not just delirium monsters but not outside of the delirium’s mist.

I don't know the answer to this yet but we will at minimum reveal many more in the teasers to come.

Yes, you can corrupt them.
Looks nice, but got to say, visibility during league mechanics will be horrendous. Knowing GGG's track record with optimization will probably also cut FPS in half during it.
The fog tech was originally created for Path of Exile 2 (for graveyards, etc) and is very high-performance. It uses a volumetric post-process rather than particle effects, and has a constant low overhead regardless of what is going on (rather than being more expensive in more intense situations). Other fog effects we have used in the past that you may be concerned about used stacking particles which are a lot more expensive.
Are these new hidden clusters "fixed" as in regardless of what type of jewel you put in a location, the resulting cluster will be the same, or are the extra clusters dictated by what jewels you use?
There are many variations.
So do these new passive use our normal passive points and if so, going to have easier access to regret orbs?
Yes they use your usual passive points. I'm not aware of any increase in access to Orbs of Regret but you'll only need to use them on sockets and keystones - the other passives generated by Cluster Jewels are freely refundable.

What exactly does that mean?
When you apply an Orb of Delirum to a map it will make players in that map 20% delirious. In this case, two orbs have been applied. The orbs control how intense the delirium is and add a reward type. You can apply up to five orbs to a single map.

Large, Medium or Small can fit in the outer tree sockets, Medium or Small can fit in the sockets in a Large cluster, and small is the only cluster jewel that can fit in the medium cluster socket. Regular jewels and abyss jewels can fit in any socket.

Another question, can you have the same notable more than once( on different jewels)? Say you have two different jewels with the same notable in different jewel sockets, can you allocate both of them. (The reason behind this question is the 15% chance for monsters to explode for 10% of their maximum life on kill notable, would we be able to get that on 2 or more different jewels, and allocate thema all to stack it up to 30, 45... or even 100% with 7 different jewels?)

If I understand correctly from trailer and ziggy video other content is enhanced by delirium. If so it seems that You should always try to activate delirium before killing regular monster (assuming your build can take it) - do i understand correctly? Or are those regular monster not affected by delirium and only events like breach, legion, etc are affected?
That's correct - you can think of it as a hard mode layer that permeates the rest of the game.

It does, yep.

Nope, one passive respec per jewel or keystone. The smaller passives can be undone freely.

So that is only way you can get delirium in maps, it will not be in every map like previous league content was?
Delirium encounters do exist in maps without Orbs of Delirium.
