The base case of the skill is stage 1 - there is no "0 stages" case for this skill. The first stage isn't ever gained, the skill just inherently always has it. Gaining a second stage is the first time it actually gains a stage and thus that is when the minimum time between gaining stages starts to apply.

EDIT: Instances should now be fixed.
EDIT 2: Re-logging in should fix any instance issues.

I got in touch with the server admins and there is a hardware issue that we’re working with data centre to resolve. We don’t currently have an ETA but will keep you updated as we hear more information.

Sigil of Power intentionally has a minimum time of 1 second between gaining stages. This is supposed to display on the gem, but this display didn't work at release. It has since been fixed internally, but I don't know when that fix will make it to the live realm if it hasn't already.

Sigil of Power now has an internal cooldown on stage generation, taking 2.5s to fully charge

Instances should now be fixed. If you are experiencing any problems, re-logging in should fix them.

My cat is really affectionate but always been a scaredy cat. It took years before she was okay being picked up and more before she started to like it. She’s recently started giving head bumps for the first time! After 10 years it feels SO rewarding.
