I am in intense game. Is it true that you can’t make any turns and your units in their territory are disbanded if you break the peace? What gives? I currently have a huge army surrounding some of their cities in their territory

Nope. It'll disband your units in their territory if you're the aggressor.

We have it this way to minimize exploiting someone smaller than you, and to ensure they have some sort of chance.
