New update is great with the changes to naval warfare, though since playing I have noticed that the HARD difficultly is now really really hard and I am yet to win a game where before it was fairly easy to win.

The AI factions usually seem to be swarming with swordsmen, way more than their economy would suggest is viable.

So my question, is the AI cheating on harder difficulties with free resources/tech?

So, the only difference with the AI levels is how many stars their capital makes.

1/2/3/5 for Easy/Normal/Hard/Crazy

That's what I meant with behavioral changes, I meant aggressiveness differences between difficulties.

And I also thought that hard/crazy bots were more aggressive hence why I'm surprised that u/Zoythrus said that there are no such differences. Unless they also misunderstood my initial comment.

Yeah, I did. I thought you meant like "do they get any special abilities/tactics per difficulty level".

Aggressiveness goes up. Thats about it.

Ah got it, thanks for the clarification. The phrase "the only difference” made me confused.

Yeah, that's on me, sorry!

Is that new? I never noticed that. So a lv1 bot capital city makes 5 stars?

Nope, it's literally always been that way.

And yes.
