[2021] Is the test server just a practical joke? They push Miramar to test with good looking ground textures, then push an update to test that breaks the textures and turns on PS1 retro mode, and then despite reports from even big streamers it goes live anyways and makes the remaster look like garbage.

I totally understand your frustration with this as we are constantly doing updates to the Test Servers during this period, it's unfortunate that an update has caused this graphical issue to slip past and make it onto the Live Servers without getting addressed.
With the recent feedback raised regarding this over the last few days, the team has been well aware about this issue and we have a potential fix put in place to try and resolve the low-quality ground texture issues with an update hopefully coming soon. Unfortunately I don't have the exact ETA, but as soon as I have more info regarding this, I will update you all.
