I will do my best to answer you clearly -

- All of your progress (clearance level, achievements, operators, weapon skins, currency) is linked to your Ubisoft account. No matter what happens, everything will be accessible to you with any version of the game.

- If you own more than one version of the game (E.g. Standard & Deluxe), the highest edition will always be launched. So no matter whether you launch the game from Ubisoft Connect or Steam, you will gain access to your new operators that come with the Year 5 Deluxe Edition.
