I've been playing the game since 2016 on PS4, but I'm looking to start playing it on PC. If I start playing on PC right now, will I be able to use the cross-progression when it comes out to recover my level, skins and operators from my PS4 account?

As long as you have linked the correct Ubisoft Account to your PSN Account, you should be good to go.
