[2020] I'm waiting 20+min for game to start cause of 1 player. Is this cheat?

Its benn way more then 20 minute and we are still waiting for 1 player. Its ranked game so we cant kick him, we cant leave not because of MMR penalty but time penalty. Is this some kind of griefing or cheat. Can Ubisoft do something about it?



Edit: the second enemy left with 1 player game starts. This is %100 intentional.

Edit2: Next game again with OfficalUmey and we are waiting another 10+min already. This must be Cheating of some kind.
