Just to double check you're not talking about the original 20 legacy operators by any chance? I've checked your in-game inventory and you do seem to have the Y1 and Y2 operators. The 20 original legacy operators are not included with any edition of the game except the Ubisoft+ playlist version and haven't been for quite some time now, they need to be unlocked with renown earned through gameplay.
