[2020] Really Laggy Movement but on 100+FPS

Just to get a better idea about this, could you clarify the following:

1. Was this a one off occasion or does it tend to happen every now and then/regularly?
2. Did stutter persist through-out the game or did this only happen for a little while?
3. Did you notice anything in particular that may have been causing this?
