[2020] [Crash/Freeze]Loading the game from Steam causes my whole PC to lag and crash

When I launch my game it causes my whole PC to stutter, the game freezes while loading, and I can't manually terminate the program. It causes my cursor to be laggy and I can't do anything else rather than wait, after 5 minutes of waiting it leads to nothing. Then, I forced to restart my PC, and then the game didn't stutter but it lags. Then when I go and launch the game, it causes my PC to stutter again.

Intel Core i5-9600k
Nvidia GTX 1660 6gb
16 GB of RAM
WD 1tb 7200rpm
