I signed in to my other account from xbox for cross progression since I owned the game before was available, so I unliked my steam from my old account and linked it to the new account then launched the game it gave me the prompt that the account will be binded to the game then an error screen saying it was having trouble verifying that I own the game even though it says I own the game on both accounts on ubi connect

However, the game will still be registered to the previous account that it was purchased from even after relinking. But do not worry!
