Welcome to the forums and apologies for the delay in getting back to you on this.

If a player is banned and subsequently found to have been hacked then yes they are unbanned and their MMR restored. This is only done in very exceptional circumstances and it cannot be done by Ubisoft Support. If you are encountering cheaters in your lobby regularly please report those players to us on a support case, naming and shaming is against forum rules so please don't post those here. If a player you report to us is found to have cheated then MMR losses for any games you lost against this person will be restored.
