Is there a place to start reporting and submitting video evidence of these people taking advantage of the exploit? Is my in-game reporting them enough? Just went against the 3rd entire TEAM in a row doing it and it's really making things not fun.

This issue is known to the development team and is currently under investigation as we speak. As it's something that affects the game a great deal I can assure you we're trying to fix this as soon as we possibly can. We are aware of how these exploits are being performed so video isn't necessary but we still very much appreciate your reports and please do keep those coming in to us.
