So I had bought rainbow six siege on Xbox with the starter set of operators, but I moved to pc quickly after that but needed to rebuy no biggie, I bought it but my Uplay didn't use the cloud to get my rainbow account? Am I supposed to sign in on rainbow too? Thanks, also it seems to have reset everything level too.

This is actually intended behaviour. Your progress & content is linked to your Xbox account rather than your Ubisoft account, therefore it does not sync between platforms.
