I feel like their needs to be a anti cheat for console like Battleye.
That also can detect toxic players, reporting them in-game doesn't work...

I understand that it can be frustrating getting paired with a cheating or toxic player on console, but I can assure you that every player report is reviewed and acted on appropriately. Please just make sure you keep reporting people, and if you happen to have any screenshot or video evidence to add to a report, we actually have a system for that available through Twitter!
