My client drops to 1-3 FPS when someone shoots at me. I get anywhere from 200-240 FPS all other times. A simple restart of the game fixes the issue temporarily. I have validated files, re-installed drivers and gotten newest drivers.

@oswald_rapper Welcome to the forums! Very odd behavior you see in Rainbow Six Siege recently. Do you have any other background applications running along with the game? This may cause some performance troubles in-game if multiple programs run along with the game. If you have also checked this out and still run into the same results, please don't hesitate to create a support ticket with your system files attached to check into this with you further on the sudden changes.
